Energy efficiency is a bit tricky, however for regulatory theory and energy I would recommend Dr. Richard Zerbe. I personally took a law and economics of regulation class with Dr. Zerbe which focused entirely on environmental regulation and it was one of the best classes I've ever taken.
Further on the environmental front I would suggest Professor Anne C. Steinemann. For efficiency, which quickly becomes a technical conversation, I would pose your questions to one or both of these two professors.
