What qualifies someone for in-state tuition rate? Can you become a resident for your second year?

Alan responds:

Most residency questions are answered on the Office of Residency Classification website.  Generally speaking, most out-of-state students are able convert to in-state tuition their second year by living here and applying for a waiver. Just be sure to use that link above and start the process as soon as you can.
