Anne Buffardi started the Evans School Ph.D. in Public Policy and Management program in 2007. Her research interests include issues of global governance, international development, and NGO involvement in advocacy, with a policy focus on foreign assistance and global health policy.

Prior to starting her doctoral studies at the Evans School, Buffardi worked on HIV/STI prevention research projects in Latin America and Africa, and with NGOs in the United States in the areas of fair trade, living wage policy, relationships violence, and homelessness.

Buffardi's dissertation work examines the role of donor-side characteristics and practices in influencing foreign aid goals, implementation, and effectiveness. She is a recipient of the Thomas Francis, Jr. Global Health Fellowship to conduct dissertation fieldwork on infectious disease control donors in Peru.

Anne’s work has been published in the Journal of Policy Analysis & Management, American Journal of Public Health, and Journal of AIDS and Sexually Transmitted Infections.  She has contributed to technical reports for Global Washington, DÄ“mos and the American Human Development Report, among others.

Buffardi holds a Master of Social Work from the University of Washington, Graduate Certificate in International Development and Policy Management from the Evans School at the University of Washington, and BA in psychology with minors in international studies and sociology from Wake Forest University.
