Strategic Financial Management - Dwight Dively
These sessions focus on the results orientation of strategic finance, using cases about managing cutbacks, capital finance, and user fees. Lessons examine the budget development process during difficult economic and financial periods, exploring the nature of the current fiscal situation at the state level and consider what the next few years are likely to bring for state and local governments. Participants analyze factors affecting budget decisions, political opportunities, implementation strategies, the handling of public hearings, and evaluating program outcomes.

Performance Measurement & Accountability - Larisa Benson
These sessions provide an overview of the underlying theories of performance management and review the leading models of performance measurement, including using performance measures to evaluate, budget, motivate, promote, learn, and improve. A variety of tools can be used to measure the internal and external effectiveness of an agency's performance. Participants leave these sessions with the ability to gauge what aspects to measure regarding their agency or organizational performance, how their departments are meeting those goals, and ways to improve the performance and efficiency necessary to meet these goals in a climate of modulating priorities.
