Justin Marlowe joined the Evans School faculty in 2009. His current research is on the structure and dynamics of public capital markets, how accounting rules shape public management, the role of budget control strategies in performance-driven government, and the financial aspects of public partnerships.

Prior to joining the Evans School, Marlowe served on the Department of Public Administration faculty at the University of Kansas.

Marlowe is the author of Capital Budgeting and Finance: A Guide for Local Governments (with Bill Rivenbark and Jack Vogt, ICMA press, 2009). He has also published papers in Public Budgeting & Finance, the Journal of Public Administration Research and Theory, Public Administration Review, and other journals, edited books, technical reports, and trade publications.

He received the 2007 Jesse Burkhead Award for the best article in the journal Public Budgeting & Finance and the 2008 Award of Excellence in public policy research from the University Economic Development Association.

Prior to academia, Marlowe worked in local government in Michigan and has done consulting and/or served on advisory boards for the Governmental Accounting Standards Board, the Internal Revenue Service, the Public Policy Institute of California, several municipal securities firms, and the Alliance for Innovation.

Marlowe currently serves on the Executive Committee of the Association for Budgeting and Financial Management.

Marlowe holds a Ph.D. and a MA in political science from the University of Wisconsin-Milwaukee.  He also holds an MPA and a BS from Northern Michigan University.
