An article co-authored by Laura Evans titled “Pockets of Expertise: Institutional Capacity in Twentieth-Century State Legislatures” will be published this fall in Studies in American Political Development.
Evans and her co-authors Nancy Burns of the University of Michgan, Gerald Gamm of the University of Rochester, and Corrine McConnaughy of The Ohio State University write about the ragged and piecemeal development of legislative capacity in the states and its consequences.
