Richard O. Zerbe Jr. present two papers last month. The first paper, titled “The Fiscal Crisis,” was presented at March 19 at Temple B’Nai Torah in Bellevue. The second paper, titled “Ten Rules for Environmental Benefit-Cost Analysis” was presented on March 27 for the new Society for Environmental Law and Economics in Vancouver, B.C. Zerbe is a co-founder of the society.
