William M. Zumeta gave a presentation on how to convert ideas for reforms in doctoral studies into policy proposals and language at the conference Forces and Forms of Change in Doctoral Education Worldwide held on March 24 in Kassel, Germany. The conference was supported by the U.S. National Science Foundation and its German equivalent, with representatives from the Organization for Economic Cooperation and Development, European Universities Association, and Scientific and Cultural Organization, and European Universities Association.
